Sanji completely displayed these abilities for the first time in the fight against Jabra during the Enies Lobby arc. When Oda was asked about this on SBS, he explained that it was conceivable because the sparks in his heart, also referred to as the flames of desire, were burning even hotter.

In response to this query, Oda stated that, in this specific case, Garp was able to harm Luffy with the power of love and he did not use Haki for it.
